			<content:encoded><![CDATA[<p>The Hearts Across the Table Dinner and Silent Auction Is on February 4, 2012<br />
At the Brogan Center in Rhinebeck!<br />

Please attend our “Hearts Across the Table Dinner and Silent Auction” on Saturday, Feb. 4th at the Father Brogan Center on Mulberry Street in Rhinebeck.  This is our big fundraiser and we will have a wonderful meal prepared by Chef Michael Kristan, graduate of the Culinary Institute of America.  The meal will feature delicious Hors D’oeuvres, Salad, Chicken Fricassee, Roasted Potatoes, Baby Carrots, and a fabulous dessert.<br />
 <br />
We will also have a Silent Auction with a wide range of items to bid on, including art, crafts, services, meals and more!  The auction preview is at 6:15, and dinner is served by our students at 7:15.   Tickets are $35 each or $30 for seniors.  Please call for reservations (845-876-5311 or <a href="mailto:kramf@aol.com">kramf@aol.com</a>).  <a href="http://rhinebeck.files.wordpress.com/2012/01/hearts.png"><img class="alignright size-full wp-image-13179" title="" src="http://rhinebeck.files.wordpress.com/2012/01/hearts.png?w=594&#038;h=768" alt="" width="594" height="768" /></a><br />

Please respond quickly to ensure you have a seat!  In the event of snow on the 4th, the event will be on Sunday afternoon February 5, with doors opening at 1:15PM.  If you would like a vegetarian entrée, please specify “vegetarian” when you make your reservation.<br />

African American History of Rhinebeck, Vassar Professor Brian G. McAdoo will share his research on the African American history of Rhinebeck including the study made of the ‘Free Blacks and the Rhinebeck Association Cemetery’.</p>

<p>ALBANY &#8211; During this week State Police, Troop T – Thruway &#8211;  will be conducting several special enforcement details focusing on violations of the move over law.  Motorists must &#8216;move over&#8217; for not only the police but also for  tow operators,  maintenance workers and others who have a need to be on the sides of the Thruway, as per the amendment to the state Vehicle &amp; Traffic Law which took effect Jan. 1, 2012.</p>
<p>Drivers who violate the Move Over law could be fined up to $275, plus a court surcharge of $85, and sentenced to up to 15 days in jail. The driver also could be assessed three points on their driving record.</p>

The result is not a morose view of this plane but a more expansive one in which we acknowledge the vibrations that linger after a life of consequence.</p>
<p>Photographer Annie Leibovitz lost her life partner, the essayist, feminist, and intellectual Susan Sontag, to leukemia in 2004.</p>

<h3><span style="color:#808000;"><strong>Village of Rhinebeck Events Code</strong></span></h3>
<p>The next public meeting about the proposed Village events code is <strong>Tues., Jan. 24, 6 p.m.</strong> If you live in the Village and are concerned about the lack of guidelines for managing large events, please show up and speak up.</p>
<p>There seems to be a lot of misunderstanding about the proposal’s goals, and a concerted effort to scuttle it. The board devised the code in response to real issues raised by real people. It aims to:</p>
<p><strong>(1)</strong> <strong>Protect those who attend large gatherings</strong> by making sure appropriate emergency plans are in place, and <strong>(2)</strong> <strong>Protect Village residents from event &#8220;exhaustion.&#8221;</strong> Contrary to some reports, e.g., <span style="text-decoration:underline;">Poughkeepsie Journal</span>, Dec. 15, 2011, the proposal does <span style="text-decoration:underline;">not</span> cap attendance at the fair or any other event.</p>
<p>The events code as currently proposed would require any entity holding a large event, would apply for a permit. There are various exceptions and nuances, but the general idea is to have a process that allows the Village planning board to ensure that public safety and quality of life issues are addressed by those hosting large events.</p>
<p>My own feeling is that while the events code goes a long way toward addressing some very real problems, it isn&#8217;t the only way to achieve the goals. Reasonable steps can be taken to create the sort of balance we all want. Here&#8217;s my list as a starting place for discussion:</p>
<p><strong>1.</strong>  <strong>Traffic and dust.</strong> The fairgrounds has a major entrance on Route 9; why can’t that entrance be used for all truck traffic, deliveries, and the like, rather than residential streets? Currently trucks of all sizes drive through residential streets at all hours for days before, during, and after large events. This brings noise, makes streets less safe, and damages the roadbed.</p>
<p>During events that attract substantial numbers of vehicles, traffic needs to be managed around the clock and it should be very clear whose responsibility it is to do so. That might include placing electronic speed monitors, hiring public safety staff to ensure compliance, and posting signs to help maintain safe conditions on neighborhood streets.</p>
<p><strong>2. Access for emergency vehicles.</strong> Two recent occurrences suggest that when particularly large events are scheduled, alternative parking plans and/or shuttle services may be needed. The first example is this past December’s Sinterklass celebration when parking and traffic were so heavy that my street, Platt Avenue, was effectively impassable; this was especially troubling because it was dark and there were many children. The second example is two or three years ago when heavy rains made the fairgrounds’ parking lots unusable on the final day of the fair resulting in no parking signs being ignored throughout the Village.</p>
<p><strong>3.  Noise.</strong> Limits could be placed on the hours loudspeaker systems are used. Permanent systems could be engineered to direct sound within the fairgrounds and away from surrounding neighborhoods. We might also consider limiting the number of events that are noisy and not inherently agricultural.</p>
<p>Alternatively, the nosiest events might be moved to the north side of the fairgrounds away from residential neighborhoods. If/when the fairgrounds’ bandstand is replaced, it could be designed and located so that sound is aimed away from adjacent residential neighborhoods. Customary musical events, such as concerts at the fair and on the 4th of July, could be exempt.</p>
<p><strong>4.  Light.</strong> As with noise, there could be time limits on bright lights and all outdoor lighting could be engineered to direct light downward and into the event locale, not out in all directions.</p>
<p><strong>5.  Appearance.</strong> Events often bring many vehicles and other equipment that is parked or stored.  Areas that are used repeatedly in this way and abut residential neighborhoods could be screened with an aesthetically pleasing buffer, such as trees and shrubs.</p>
<p>A final area of concern specific to the fairgrounds is future changes in appearance. We&#8217;ve all noticed changes such as eviction of horses from the horse barns and “modernization” of the food booths, which occurred without community input. I understand that the Village has properly asserted that going forward the fairgrounds must comply with Village zoning regulations – a welcome change which will allow for input on these kinds of decisions in the future.</p>

<p>Cappella Festiva Treble Choir hosts a Summer Choral Festival that is designed to uniquely educate and enrich motivated young singers by providing opportunity for study and singing of diverse treble choral repertoire under the leadership of experienced teachers. In this safe, enriching, and non-competitive environment, peers of varied ages collaborate as well as encourage and mentor.</p>
<p>A typical day at the Festival includes an exciting selection of activities including: Yoga – Crafts – Music Theory – Swimming – Choral rehearsals – Games – Sports The camp is hosted by Vassar College. <p><strong>SUMMER SENSATIONS DAY CAMP</strong></p>
<p>Northern Dutchess Day Care Center, Inc. offers a summer day camp at the Baptist Home on Rt 308  This camp has been in operation for nearly 14 years. Qualified, experienced staff are CPR and First Aid certified. The outdoor pavilion is used for theme based activities, as well as, table games, sports, and crafts. Children have the opportunity to do activities with the residents of the Baptist Home as part of our intergenerational program. <p><strong>Ecology Day Camp</strong>, children explore the hills, valleys, ponds, and streams of our 2,000-acre Dutchess County campus, conduct experiments, and participate in nature arts, crafts, and games. <p><strong>Poughkeepsie Day School</strong>  – Summer program designed to encourage active, hands-on learning in a relaxed, learner-centered and fun-filled environment. The program features small classes taught by experienced PDS teachers, combined with regular outdoor and recreational activities. <h2>Let&#8217;s Meet for Coffee! </h2>
<p><strong>Our roving morning reporter, Kathy Chaneles catches up with local residents around town&#8230;</strong></p>
<p><strong>Interview 10/29/2010 at Leonardo&#8217;s: Jeanne Kelly, local mom, home owner, business owner of The Kelly Group</strong></p>
<p>K. Jeanne, since many people who follow Rhinebeck Community Forum may not know who you are, why don&#8217;t you start by introducing yourself and the type of work you do here in Rhinebeck?</p>
<p><strong>J. Well, I&#8217;m Jeanne Kelly, of The Kelly Group, and basically, I&#8217;m a credit expert. I&#8217;m here in Rhinebeck, its back to my home town! Started the company over ten years ago to help people understand their credit report and their FICO score.</strong></p>
<p>K. What made you think of getting into that type of work?</p>
<p><strong>J. I&#8217;m a single mom and when I got divorced, I didn&#8217;t realize how bad my credit was and when I went to go for help to figure it out, I realized there really wasn&#8217;t a place to go. So I started learning the credit industry on my own and after I helped myself, I thought, this is something I could really do to help other people, and that&#8217;s how it started!</strong></p>
<p>K. and you&#8217;ve helped so many people, it&#8217;s excellent.</p>
<p><strong>J. It&#8217;s a great celebration this year, knowing that we&#8217;ve been around for ten years now. I started when Cassandra (</strong>Jeanne’s daughter<strong>) was in Kindergarten. That was my goal, you know? Once she started school, what am I going to do? You know, how I am going to figure it out, to be the single mom and still put her on the bus every day, but also work and make a living.</strong></p>
<p>K. You sure have done it!</p>
<p><strong>J. Yeah!</strong></p>
<p>K. With the economic difficulties that so many people are facing at this time, and with the holiday season fast approaching, could you give some tips to help people get through and enjoy the holidays without making their financial stresses worse?</p>
<p><strong>J. Yes. One of the things that is really important when you go to the stores and they offer you to get a credit card to get that ten or fifteen percent off, you really have to think about if it&#8217;s worth getting it. Timing is everything with your credit. If you know in the near future you&#8217;re going to need a big loan for a mortgage, an automobile, then you don&#8217;t want to be opening up new credit cards. That will drop your score, so that ten percent will not save you in the long run, when you have a big ticket item waiting behind it a few months later. So be careful about opening new credit cards during the holiday season. Now of course, if you aren&#8217;t getting something big, then it&#8217;s fine to do.</strong></p>
<p><strong>The other thing is: because of how crazy-busy we are, I always say it&#8217;s important to stay on top of the bills you already have. During the holidays, I always say,&#8221;Just like Santa checks his list twice, I want you to do that as well,&#8221; because you may go through your bills thinking everything&#8217;s fine, but just do a little double check and make sure everything goes out on time. One late payment on your credit report in the moment, if it happens in December and your credit is pulled in December, can drop your score 100 points.</strong></p>
<p>K. 100 points!</p>
<p><strong>J. 100 points.</strong></p>
<p>K. I understand you grew up in the Rhinebeck/Red Hook area. How do you think the area has changed since you were a kid around here?</p>
<p><strong>J. Well, I think the area has changed with the volume of people, because I grew up on a farm in Red Hook and when I was 16 and I&#8217;d get to the end of Linden Avenue, I could just stop and look for a second and go. Now I sit at that stop sign for five minutes, just many more people here. I think that the Rhinebeck community has grown charming. More town, more shops, restaurants&#8230;it&#8217;s fabulous, I love it!</strong></p>
<p>K. I do too. We&#8217;ve been seeing many tourists here lately, strolling through the beautiful streets, shopping, enjoying our many eateries, driving spectacular cars! How do you think this will affect Rhinebeck now and in the future?</p>
<p><strong>J. I think that it&#8217;s great to have more tourists. With the big wedding that was here, it may have made people think about Rhinebeck again! We found out about Rhinebeck&#8230;my dad was an iron worker in Manhattan&#8230;we found out because of the Dutchess County Fair, and that&#8217;s what brought us up here! I think it&#8217;s great when you go around town and you see more people going into the shops and restaurants. Yeah, I think it&#8217;s exciting too!</strong></p>
<p>K. How would you like to conclude this interview?</p>
<p><strong>J. Well, I think the number one message regarding credit is to be aware, no matter what! Whether you&#8217;re having financial good times, you should be aware and still on top of what&#8217;s being reported about you, and during these hard economic times, I want you to still, even if you know it&#8217;s bad, still look at it, know, so you can come up with a game plan. And so, my number one message is: be aware, and today, go pull your credit report!</strong></p>

A dog food collection will also take place for distribution to local pets in need through the Have a Heart Foundation. <p>If you see a spill or other harm to the river, take photos and report it by calling the DEC&#8217;s TIPP (Turn in Poachers and Polluters) hotline at <strong>1-800-847-7332</strong>, or the DEC&#8217;s spill response hotline at <strong>1-800-457-7362</strong>. Tell them you&#8217;re also informing Riverkeeper, and ask the DEC to follow up with you directly (provide your contact information).</p>
<p>You can also make a report to the DEC by email to <a href="mailto:R5dsptch@gw.dec.state.ny.us">R5dsptch@gw.dec.state.ny.us</a>; be sure to attach your photos and cc Riverkeeper.</p>

<p>Please note: According to Little League rules, players must reside in the Town of Rhinebeck to be eligible to participate in the Rhinebeck Little League (or have a formal waiver from the District office; families who have recently moved from the Town of Rhinebeck to a neighboring district may be eligible for a waiver).  Players selected to represent the Rhinebeck Little League in the District 17 Tournament in June/July (&#8220;All Stars&#8221;) will be required to provide proof of residency in the Town of Rhinebeck.</p>
